Yes, we do. The science behind the CO2 (and other green house gas) caused temperature increase is well known and rather simple.

: 1. Set a measurable standard for its success. For example, the global temperature must decrease by a certain amount after 5 years (or should increase at a slower rate, whatever). The standard should NOT be a decrease in the CO2 level because CO2 in and of itself is not the problem, temperature increase is.
Somewhat of a good idea, but not really well thought out. First off, the bill is not a good one. Way to wimpy on it's short and long term goals.
Second, saying CO2 isn't the problem, the temperature increase is, is yet another example of not thinking. It's sort of like saying the treponema pallidum you acquired a couple years ago isn't the problem, it's the lesions on your private parts and in your central nervous system that are the problem. That's behind the stupid thinking that has people looking for ways to cope with global warming (OK, I should be calling it "human caused global climate change", but too many letters) rather than try to get to fixing the root of the problem, which, if you ask any real scientist, the vast movement of fossilized carbon from under the ground into the atmosphere.
I personally don't think that the bill in question will do much since it does have very wimpy goals, obviously done that way to pander to the fossil fuel and fossil fuel dependent industries. But at least it's one tiny step in sort of the the right direction. Speaking of the 'right', they are the reason that there will only be a significant movement to do something about it after it's likely going to be too late.
Use 'the google' and learn-up about positive feedback loops to see what I mean.
: 2. If after 5 years the success criterion has not been met, the effort is judged to be a failure. At this point two things are done.
