: 2. If after 5 years the success criterion has not been met, the effort is judged to be a failure. At this point two things are done.
: (1) the bill is revoked.
: (2) The tax payer money is returned to them.

: Such an approach is just common sense: try and see if it works, If so, great. If not, dump it and try something else.

: Now that I think about it, putting a success criterion and a time limit on every bill should be done.

E:While your idea is good common sense...

...it could never become reality...

...because that kind of rationality cannot be applied to a government that operates on the liberal Ponzi fantasy of each person feeling entitled to someone else being forced to pay their way.
